I saw this and the Buddy Holly statue on google maps while looking for music-related things to do on a trip to Seattle.
This Jimi Hendrix statue is just there on the sidewalk in the Capitol Hill. The artist did amazing work on this. We had taken a train to get over here and walked from there. It’s just a couple blocks but you can certainly drive. There was plenty of street parking. It’s free to see him and take a pic.

Apparently there is an Elvis statue and a Buddy Holly statue inside buildings too that we totally missed out on seeing because they weren’t marked in google maps and I didn’t think to look it up while we were there.
