We stayed here a year ago and bargained for a lower rate where we didn't get the free breakfast. For that first stay, the WiFi was spotty, but other than that it was okay, the room was clean and we were given a heater to use in our room during our stay.||||We ended up staying here again when we showed up in La Paz without a reservation and were unable to find something else reasonable with heat and WiFi in the same neighborhood. For our last stay we also bargained for a lower rate and got 10 bolivianos off the price per night for 4 nights and paid for the entire stay up front. We rarely tried the WiFi but it worked when we did. The room was clean and comfortable.||||We asked for a heater upon arrival and it was promised to us, but we were told we needed to wait until later when the owner arrived with the key to the room with the heaters. We went to bed early that night and never heard anything. The next day we asked again about the heater. We again were told that we could get it that night. Again, no heater. The next night, finally, we saw the owner and he brought a heater to our room. He plugged it in and it didn't work. He went to find another and apparently there was no other. He promised to have a technician fix the broken heater the next day. Nothing was ever fixed, we never got a working heater.||||The breakfast "buffet" consisted of old bananas, a few rolls, a few slices of ham, some cereal, some flavored yogurt, cheese, butter, jelly, milk and orange juice. They were very stingy with the breakfast, only putting out a few rolls, a little meat and cheese at a time. So we had a little to eat, and then when we were almost finished with breakfast and another couple showed up, the new customers had to ask for more rolls to be put out. The workers guarded the remaining rolls in a basket which they kept at their own table where they socialized.||||The bathrooms off the breakfast area had no toilet paper or soap. The third morning while eating breakfast, I noticed the lady who served up breakfast go use the bathroom, and was a little grossed out, because she was serving breakfast and I knew there was no soap in the bathroom.||||My disgust with the breakfast server's hygeine practices intensified on our final morning. There was no ham and only a little milk that morning, so I asked for more milk and for ham. One of the workers left the hotel to buy milk and ham and arriived about 10-15 minutes later, while I waited for the ham to make my sandwiches. She arrived with a bag of milk and no ham, saying no stores were open with ham. Oh well. Then, while sitting there, waiting for more milk to be put out, I saw the server open the new bag of milk with her teeth! Read moreThis hotel is the Battlestar Galactica. It's not in pristine shape but it's trucking along and it works reliably. I stayed here twice and both times it did the job well enough. Staff was helpful and speaks English. Breakfast was good.
Few criticisms: the first room I stayed in the shower had a problem funneling water out quickly so it formed a bath around my feet. But for people that don't take showers as long as I do they probably wouldn't have this problem. I didn't have this problem in the second room.

However the staff are exceptional and will go out of their way to help you despite unable to speak English. Google Translate helps heaps. We blocked out toilet because we didn't realise we weren't meant to flush toilet paper down.
