Update Sept7th2025: They now ignore the calls and they still owe me remaining balance of my DEPOSIT. It should’ve been the whole deposit as I left the apartment clean & have recording to prove it. But I told them take whatever from the deposit (since I knew they were playing games) they said I should’ve gotten a check for the remaining of that deposit which I have never recieved to this day. Not even with multiple calls or emails they will respond. This is PURE FRAUD at it’s Finest. Manager Vicky sound so worried and confused over the phone when I did reached her out but has done no action to fix it and it’s almost been a year. I emailed the apt building with copy of my move out statement statement and remining balance and it hasn’t been answered.

Terrible Experience living here Glad I moved out!! . Lived here for a year.
I recieved my apartment dirty with dirty bathroom floors and dirty oven. Dirty blinds. Yet they want to keep your security deposit when you move out to do all these painting and cleaning that was not done for me when I first moved in. I had extremely Noisy upstairs neighbors that never stopped the stomping. Their general manager’s excuse is that they cannot tell the neighbor to “ not enjoy themselves in the apartment” & give you a rude answer “I’m sure they hear you as well downstairs from you” which is very one sided considering they don’t really count in your video or recording ad evidence or fact. They think you’re upset with them personally when it’s really their inaction of the situation. You can hear the ceiling make cracking noises as neighbor walks stomping.
Ameneties not maintained as they should. Fireplaces didn’t work 6 months after I started to live there they set up a time to close the rooftop which is now at 10:00pm & they didnt sent any previous email communicating that.
They don’t usually respond to noise complaint emails even when the neighbors are ignoring quiet hours & jogging and stomping.
There are some drunk teen neighbors as well yelling down the hallways so keep in mind if you work on a weekend and youre trying to come home in peace expect some crazy college kid to be yelling in the hallway as you get in your apartment. You don’t feel the safety you need to feel & management never got back to me with the complaint I made describing which neighbor was the one yelling drunk down the hallway and being disturbing. There are no cameras inside elevator or hallways.
Their general manager’s defensive response is “We dont have the budget for that” when confronted about rooftop furniture being in bad shape , expect your pants to be stained with grime from sitting on the furniture the building is pretty occupied at this time. People leave their pets to poop on the stairs and rooftop areas and leave without cleaning it.
Elevator takes forever. I never saw anyone cleaning the hot tub. Hallways are never mopped or swept clean with a broom & they smell terrible considering what you pay for rent is over 3k. Concrete Floors are not finished nor polished properly expect crappy looking floors with scuff marks and stains you cant get rid off. My fridge was broken all the time they gave the apartment to me with an embarrasing dent on the fridge.
Anyways you get your money’s worth somewhere else. The only reason this place is getting good reviews is because the building asks for a review at the date of move in right after you open your mini bottle of champagne and haven’t noticed anything wrong in your apartment at that minute.
They need a new General Manager with fresh experience & empathy towards Residents and give them the respect & attention that they deserve. I got treated as if I lived there for FREE and was asking for a lot when I did not. I asked for peace during quiet hours and clean & working ameneties. Was it too much to ask???
Overall the maintenance staff was very professional & cordial. That’s all I can say. Some of their bad reviews are similar to mine as I am experiencing...

Extremely noisy. I understand, it's Gaslamp. However, the windows and doors that are used are not designed to prevent any noise pollution from entering your unit. You will constantly hear loud cars and loud people at all times throughout the night and day. Furthermore, any time your neighbor departs from their apartment, you will hear it because your front door does not prevent any noise pollution either.
Elevator wait times. The elevator wait times can be extremely long. This is something that cannot be fixed as there are only 2 elevators in the entire complex. Expect to wait 1 - 2 minutes for an elevator to arrive, throughout the day.
Guest parking / parking. Highly unreliable. If you have any guests, it is very difficult to arrange for them to drive to you and park. There is very limited parking surrounding the complex and there are very few guest parking spaces within the community. What you can do is request a parking pass, however, it does not matter. There are plenty of times that I was expecting a guest, received a parking pass, then upon my guest arriving, all of the guest parking spots are taken. Incredibly embarrassing and frustrating scenario to deal with, and this happened frequently. This also extends to any type of delivery, services, or anything of that matter. There was no real thought put into parking for this complex.
Amenities are underwhelming. The pool is very small. The gym is a 700 square foot room, with very little equipment. The treadmill remains broken, limiting the gym even further.
Air conditioning not effective / some things simply cannot be fixed, ever. In the unit I resided in, no matter how long I left my air conditioning on, it would not reach certain spaces within my apartment. During the winter, it was incredibly cold. During the summer, it was incredibly hot, and there was nothing that could be done about it. I sent in numerous maintenance requests to attend to the matter but I was informed it is due to how the building was constructed, there are not an adequate number of vents to allow proper heating and cooling within certain areas. The door leading to my balcony was never truly fixed. This is a concern because my unit, and others, share balconies with your neighbor. This was a concern brought up a few days into moving into the unit. With multiple delays of fixing the issue, followed by multiple attempts at fixing the issue, the door never closed properly.
Package delivery system. The package deliveries are left to pile on a bench in front of the main elevator. This causes difficulty in locating and retrieving your package, as well as the possibility of someone stealing your package. There is a storage locker for deliveries but it is a complete coin toss whether it is used.
The stench. For the majority of the time, you will smell either garbage or animal waste walking through the halls. Trash piles up in the trash chute due to the trash doors not working as they should, and residents having to resort to piling up the trash in the trash chute rooms. In the elevator, there is a high chance of you smelling either wet dog or urine. Do not be fooled, it smells great in the office area where the staff sits, but elsewhere in the halls of the property, really has an issue with poor smells.
And for the final straw that broke the camel's back, they will charge you for any little reason to prevent returning your deposit. I was not going to write this negative review until this happened upon moving out. I was charged for painting, carpet, and cleaning. I did a full walk through prior to leaving, as well as took pictures of the unit. I had a professional cleaning service do a thorough move out clean. Yet, they charge me nearly $500 in supposed damages.
Long story short, steer clear from 4th and J. There are better properties for your money. I stand fully on...

*edited 05.13.25 - been a month and no deposit returned....messages not returned and it is very telling that my review even doesn't have a response. Poor behavior. Hoping my deposit check is received soon.. I lived here for almost 3 years. I wish I could give it more stars, but the way it has gone downhill in the past year is just insanity. This is not a luxury apartment in Gaslamp. This has become a run down, unsafe place to live - especially for single women.
Pros: *Michael in the front office and the maintenance / housekeeping team. *location Cons: Dirty - need more than one person doing that job!! She can't be everywhere.
Amenities do not work. Enjoy the photos on the website as the fire pits have not worked for over 6 months. The patio furniture is dirty and smells moldy. The Jacuzzi and pool always have a layer of dirt in them. Right in front of the entrance the brick is breaking up and has been for over a year. Garage gates have been broken many times and once broken and not fixed for 8 months.
Security is nonexistent. Do not put anything in the storage lockers. it will be stolen. There has been a building takeover and middle of the night fire alarm evacuations in January and February. They had NO security for a long time. Now there is roaming security you can call, but that won't help when you are a stuck in an elevator with 12 men who are intoxicated. (and who don't live there!) They won't call the police as Pip (former manager) stated it increased the crime rate in the neighborhood and people won't rent. (yeah, we should be aware of that!)
If your unit has a tub it will have a paint sprayed liner in it. They used cheap tubs, so had to put this layer over it. Well guess what happens when you paint a tub?? it peels and often. Had to have my tub done twice in 2 years. Smell is toxic and who bathes in paint.
The current manager is worse than Pip (no one in the building thought that possible) Vicki sits on her phone scrolling with her door closed. Her common response is "it isn't in the budget" (response for security, cleaning, repairs, whatever) Very unpleasant
I called property management and the owner and never heard back from either. I have worked in this industry for 14 years and have never seen such disregard for a property. The manager actually said "I don't care". You should care - you manage this place. This falls on you.
Their occupancy rate is the lowest I have seen since I moved in. So many of us are upset and moving out. They finally had to lower rent costs as no one was willing to move in for those prices for a run down place. Really look at the details...it isn't luxury.
I won't speak to my deposit as I expect I won't get it back without a fight. I have video proof of my apartment (being in business i know the game and my brother is a lawyer, so I am ready to play.)
I am settled in my new place. See security daily and everything is so clean. The community gets together for events and the fire pits work! Is it all perfect? no, as nothing is. Yet, things are addressed here and sometimes all you want is to be heard!!
I really hope the owners do something as this once was a great property and has potential to be so. I just wouldn't want any of my loved ones living there right now.
