Don't get me wrong, a business can have its right to do with their property but to malignly trap people parking in their parking lots is wrong, we are happy to pay the fee to park but to be towed to enjoy shopping and eating is not a welcoming gestures for tourist. I know I hear this " Oh Sunny Isles don't need tourist or more people" I think we all need to reflect and remember 2020 when no one is our and shopping or visiting!
You don't even have ample signs to make us aware of this, what you have are PLAZA staff or security who are on commissioned who are able to call the towing company and tow cars to report visitors.

Today, I parked my blue Bronco Sport around 12:30 PM, grabbed a coffee at Starbucks, and then went to Marshalls. When I returned, my car was gone.
After calling the towing number, I was told that leaving the property—even briefly—was prohibited. They even showed me a photo of myself walking just outside the shopping center. Yes, I had stepped over to Starbucks for a coffee before heading straight back to Marshalls. Within an hour, my car had been towed.
