Cloud 9 skybar above sun and moon urban hotel. The hotel is 4stars so when it come toa bar above it, I expect more then this. Food: I think it good. It fair if the sea food is not run out, unfortunately the seafood is running out, so without including drink in 30$ set is expensive. For the service from booking to waitress are all good they are friendly fast. But the problem is: I booking a buffet set, so the food should be supply from start to finish. Great view. However, the food has some problems. Ordered a salmon fettuccine and a vegetable panini. The panini in the picture looks like a panini with proper grill lines(stock photo?) but what arrives at the table is a microwaved sandwich - no grill lines, unpressed. After asking them to grill it, the Cambodian chef came out and informed me they don't have a panini grill. Charge $9.50 for a vegetable panini, you should at least make sure it's done proper. Second, the salmon fettuccine lacked flavor, the salmon was uncooked and had a funky smell like it was going bad. We avoided it. And I think we'll be avoiding this resto going forward. I ordered fried rice that came with a metal string in it. No one available could speak proper english, someone just said “sorry” and took my plate away.

The prices of drinks and food is like western world, 3 times more than outside, and the quality and service is less than that of a street food stall. The kitchen is on the ground floor and this rooftop is on 9th, food is delivered via elevator without even being covered. So many things can get on it on the way. Just gross.

They need to up their game on quality, service, hygiene and everything else in between before even opening a restaurant, let alone charging like a...
