It’s great atmosphere and not windy or hot temperature in Nov. Recommend to spend a chill night in Phnom Penh at here. It’s not far from a city center.

Was very quiet, which was kind of nice, but would have liked a few more bodies. Drinks were reasonably priced considering the views. We did ask for the draft beer and got charged the premium one, which I thought was cheeky. Didn’t eat, but food smelt amazing. Great service

We (NZ family with two teens) had a gorgeous evening of cocktails and nibbles at Up by KVL. Amazing view of the river and the royal palace at sunset (and much more comfortable than being on one of the river cruises!).
