This small, subterranean wine bar, On the Wine, is a hidden gem in Shibuya specializing in Rhône Valley and Burgundy wines. It's run by a duo consisting of a chef and the sommelier/owner, Mr. Onozawa, and serves bistro-style Italian and French dishes. The decor is clean and dimly lit with warm wood tones, accompanied by late 80s/early 90s pop music. The bar seats between 10 to 20 people.
We ordered the seafood genovese and chilled ratatouille, both of which were tastefully plated and served as a perfect complement to the wine. At my personal request, Onozawa-san was kind enough to open a bottle of 2004 Cornas and 2017 Tokaji. Both were in fantastic condition and delicious.

The wine list is beautiful and carefully curated. We selected a 2001 French Pouilly-Fumé—dusty bottle and all—and it turned out to be absolutely fantastic. The owner is clearly passionate and knowledgeable about wine; like any great sommelier, they tasted the wine upon opening to ensure it was in perfect condition before serving it to us. That attention to detail made the evening feel even more special.
