Let me break this review into two parts; the shop service itself and the (halal) food part. Note that this was during Saturday, lunch time.
"It was written no queueing for others while waiting." My partner was queueing while I was at the nearby Midori no madoguchi (just 5m away from the shop and can arrive there within 1 minute, and there is still about 10 person in front of my partner) but they asked to wait until the other person come then only to queue.
So, there is absolutely no chance for toiler break etc. while queueing which I find quite ridiculous. I just think they could make 2 separate lines while waiting short moment instead of asking to queue again? Well, there might be some people that take advantage and queue for others they could not estimate the people properly, but just a 1 or 2 minute should be fine no? Take note they won't allow you to wait for the other person if they do not arrive yet even if you're extremely close by.
For halal hamburg it was extremely limited. We arrived around in 11.40AM (got kicked out of the line, had to re-queue), when the shop attendant arrives for the second time around 12:00PM, she said halal hamburg was no more in stock. The shop opens at 11.00AM, so the halal hamburg finishes really really early. Just maybe a note for those going for the halal hamburg.
No reservation can be done for either halal or non-halal hamburg. For the No (2), I understand the limitedness and Muslim visitors should consider the visiting time but for No (1), I think it can be improved. I'd like to update the rating if they improve...

Our first time, the Imari steak was sold out as the combo of Hamburg and steak was a favourite amongst diners.
On our second visit at Shibuya Parco for dinner, the Imari steak was again sold out.
Determine to try the steak prior to leaving Japan, we went back to Tokyo station on our last day and joined the queue around 10.45am prior to their opening at 11am. There was already a handful of people lining up.
Finally, third time lucky, we ordered a set menu of Hamburg plus the Imari steak along with the sides of rice, soup, salad and soft serve ice cream which are all free refills.
Great tasting food which did not disappoint. Really delicious juicy Hamburg and the steak was buttery soft, melt in your mouth. There are sauces to accompany the meat (soy, sweet sauce and our favourite - onion sauce).
On top of the great meal, the service was amazing. The young lady who served us was super friendly, always with a smile.
Kiwamiya’s a shining star!! Food and service quality is A1!!
Definitely, a nice place to go the next time you visit the Tokyo...
