here for good food? leave. here for happy hour? leave. here for a good view? still leave. i left feeling full of disappointment instead of quality food. i wish i could give it 0 stars.
initial server had attitude before we even looked at the menu (maybe he was having a bad day, i'll let it slide) at least the new guy attempted to make our night enjoyable. 15minutes for someone to come take our order and it was after me having to go fetch someone had the table at the sunset corner during golden hour, where tourists just shoved their butts around our table without any sorry or form of spatial awareness. had our own view and table ambiance stolen. (while people were rude, the restaurant needs to design a better space for this)
now for the overpriced food (which they did not stagger by starters vs mains and sides and came all at once):
tuna tartare - nothing impressive. boring even with an unbalanced spritz of acid. finished it purely because we like raw fish.
sundried tomato and garlic bread - not even a full piece of sun dried tomato made it into the roll. a 1/8 of a tiny tomato at most. lacked any breath of garlic. as if they used garlic oil instead of oven roasted garlic paste. minimal butter even then.
truffle mashed potato - used russet potatoes instead of golden. it sounds pretentious but when the entire dish is purely potato ... it matters a lot. grainy, lacked creaminess and depth. not real truffle either (expected that) but incase you care.
"creamy" porcini tagliatelle - THIS is what was the most laughable. 750 for pasta noodles that arent even fresh? i can tell its store bought. sauce was straight up runny with oil with not a hint of creaminess in sight. sound be renamed salty tagliatelle. now mushrooms are easy to mess up as a home cook, but for a restaurant chef? ridiculous. a tip: sear them on high heat, let it dehydrate before pouring massive amounts of oil onto it at low heat. one bite and it was as if i took a shot of (low quality) olive oil.
cocktails were decent. the caipirinha was authentic. but even at happy hour (bogo) at the price of 450 ... you're taking the piss.

Drinks: 1/10. Only ordered cocktails - a negroni and an old fashioned. Both cocktails were served with the cheapest machine ice available (the sort that has small tubes with holes in the middle). The consequence being that the ice melts super quickly and each mouthful is 80% water 20% cocktail. Yuck. Glass ware is idiot-proof thick glass - practical, but not premium and adds nothing to the experience. The old fashioned was sickly sweet making it undrinkable. The negroni was OK. Both drinks were garnished with a thick piece of orange rind, but the pith hadn't been cut away. Amateur. Peanuts were not good either.
Service: 6/10. Swift, accurate. A bit impersonal. 10 people in the restaurant, 30 outside (9:30-10pm)
Crowd: Thai, Korean, Chinese and a few westerners.
Price: 3/10. THB340 and THB420 for the drinks. Fine if they were made and served properly, but not for what they serve here. Average check for drinks: THB350/person.
Design/Aesthetic: 3/10. Boring. Nothing memorable whatsoever. Lowest common denominator design, but not offensive. Chairs are uncomfortable. Lowest common denominator music too. No point of view.
Suggestions: Bring in some professional mixologists that have a passion for the trade. New glass ware, proper ice. Maybe have a service bar outside on the deck. Time for a new concept. Needs a point of view to make...
Read moreI recently stayed at Hilton Pattaya, and while the hotel experience was wonderful overall, my visit to the Horizon Rooftop Restaurant and Bar left something to be desired.
On November 2, 2024, I headed up to Horizon around 10:50 PM to enjoy the view and relax with a drink. I was wearing a sleeveless top, and as soon as I arrived, a staff member stopped me, curtly informing me that I couldn’t enter due to the dress code. I totally understand the need for dress codes, but the way this was communicated felt dismissive and abrupt, lacking the kind of warm, professional service I’d expect from a five-star hotel.
So, I was ready to head back and change, feeling slightly annoyed. Then, to add to my confusion, I saw another guest leaving Horizon in flip-flops and shorts. I couldn’t help but wonder why the rules were applied differently. Later, I spoke with a Duty Manager, who explained that flip-flops and shorts are allowed, but sleeveless tops are not. I appreciated the explanation, but it would have been nice if the policy was applied consistently—and in a more polite manner.
If you’re planning to visit Horizon, definitely check the dress code first so you won’t have to deal with being turned away and end up feeling frustrated like I did. It’s a beautiful space, but it could use a bit more consistency and courtesy in its service. Aside from this, Hilton Pattaya provided a wonderful experience, and I hope they refine the approach at Horizon to match the high standards of the rest...
