This scenic overlook is accessible via a short paved path from a nearby free parking lot in the park. The fenced concrete platform is quite large for many people to enjoy. It includes the locally-famous Chimney Rock, painted in white so that it's visible for a great distance. The hawk watch and historic rock sit atop a hundred foot cliff. The rock looks a bit like a chimney top, hence the name. Many things in the area are then named after this Chimney Rock (e.g. a road, a quarry, a restaurant and former inn/hotel, a new shopping center). From the overlook, you can watch migrating birds of prey (hawks and falcons), and look down with unobstructed view at one of the largest active quarries in NJ.
