The carts lock so you cannot take them out of the building. They also make you pay for a crappy bag that will sit in a landfill should your purchase need a bag. When I asked they told me they had no choice but to charge me $0.08 for a bag that will be used one time and end up in a landfill.
I instead left my cart where it locked and manually carried my many items out, dropping several along the way.
Crappy customer service. They put the high theft issue of shopping carts on the customer. Make you pay for something that is going to exist forever serving no purpose and or you have to carry your things out.
Considering they sell large items, pretty silly. Just more corporate greed.
