Located on the 9th floor of Tokyo Solamachi. You can take elevator up to the 8th floor and change to the other elevator for 8th11th floor. Or you can take escalator up to the 8th floor and continue with elevator for the 8th11th floor. Entrance fee is 300 yen which you can buy from a vending machine and show it to the receptionist. Not a too big museum, just perfect in my opinion. They have English explanations too. I really enjoyed how they explain the start of sending letters in Japan and how the west influenced the advancement of postal system in Japan.
