Parque Ciudadela is a beautiful and very clean park—great for a walk or a picnic, with plenty of green space and thoughtful touches like water bowls and trash cans for dogs.
But the experience was ruined when we were screamed at just for trying to take photos with a professional camera. I was simply practicing photography and security told us we had to contact their “promotions team” for permission. They gave us zero contact info, no names, nothing. It was confusing and honestly embarrassing.
To make it worse, there were dogs off-leash in areas that had clear signs against it, which felt unsafe. And while dogs have water, there’s nothing available for humans walking the trail in the heat.

You can get easy access to the entrance of this park if you are visiting Ciudadela, Pueblo, or the nearby offices. The only thing missing is shaded areas. Even the kids' playground could use a shaded spot for parents. Also, I didn't see any garbage bin in that area, so had to take my garbage with me. There is security in the entrance, which is good.
