Travelled here with my girlfriend at noon on a Monday, walked in with no reservations. The atmosphere is amazing and is very well maintained. You can tell the birds are incredibly happy and well taken care of. They play amongst themselves constantly and are always entertaining to watch.
The food was mostly good for an animal cafe, they made a mistake on my order when I asked for an iced coffee, instead I got a hot coffee. But I didn't want to bring it up and didn't mind. We ordered a waffle + ice cream set and my drink came free with it. It was cute, forgot to take a photo but it was delicious. The ice cream is shaped and coloured like a bird. Girlfriend had iced matcha tea which was good and refreshing.
A group of 2 young women arrived during our meal and they joined us in meeting the birds close up. It was about 10 minutes with the smaller/medium birds, feeding them for an extra small fee, then about 5 minutes with the bigger birds, named Gin-san and Momo-chan. The entire experience was out of this world and made the entire trip worthwhile. We were both pooped on so it's best to go in with the mindset that it will happen to you too. I got bitten too but I didnt mind.
The cafe also has an impressive gift/souvenir store that is themed around birds. We bought some toys and charms as gifts and for ourselves. We ended paying around 4400yen total (about 9800 if you include all the souvenirs) for about an hour and a bit, and received free complimentary keychains and chopstick rest that were bird and food themed. We bought 4 bird donuts, or "Birdonuts" as I like to say, totalling 2200yen, effectively half the total cost, they weren't the best but they were incredibly cute and worthwhile for the pictures.

The menu is both adorable and delicious. I ordered a drink with a mix of vanilla ice cream in orange juice, which tasted like an orange Creamsicle and they made it a shape of a budgie.
You can also interact with some of the birds, and the staff will instruct you the do's and don'ts . The birds are well taken care of.
There's also bird merchandise from different artists ranging from cups, postcards, bags, shirts and so much more that you can buy.
The staff are also both very friendly. A must-do when visiting Japan.
Overall, this was a truly wonderful experience and one of the highlights of our trip visiting this cafe. For bird lovers, animal lovers, cafe lovers I really recommend...

There are two main perspex enclosures where you can sit and watch the birds, either the cockatiel and budgie enclosure or the lovebird enclosure. The cakes are utterly adorable and almost too good to eat! The drink and cake set seems a bit expensive, but this is on par with most theme cafes in Japan.
