There's a menu posted on the outside glass window with photos, English description of each dish and number. Also English instruction on how to order.
Once you walk thru the door there are vending machines with Japanese Only on each number pad. However if you remember your dish number and how much you just insert either the right amount or bigger bill, machine will change for you. Then pick you dish number and voilà, it spits out your ticket which you hand to the cook behind the counter and in minutes your dish is on a tray. No conversation necessary.

There’s a bar with stools and a bar where you’ll have to stand. You’ll place your order first in the vending machine (cash only) and queue up by the counter to give your ticket. And in Japan where so many places are awesome it's just a total waste to eat in such a lousy place. The soba was served in less than a minute and was not even al dente.
