The 15 Penn Plaza (also called PENN 15 or Vornado Tower) is a planned office tower that is being built on the site of the old Hotel Pennsylvania (1919-2021), officially closed on March 6, 2021 and that is currently being demolished.
The proposed PENN 15 building is a project being developed by the Vornado Realty Trust (that bought the hotel in 1999) that dates back to 2006, when the company had plans to demolish it. In the 2008 recession the project went into a hold, and had issues again later, in 2010 when Peter L. Malkin (owner of the Empire State Building), asked the New York City Council to deny permission for the construction of the tower because it would alter the skyline and obscure the view of the western side of the Empire State Building.
In December, 2011 the building project went into a total hold, and resurfaced again in 2013 with a new proposal announced to restore the historic structure and bring it back to its 1919 glory, but ditched away later, due to the costs. The demolition and construction of a new building was proposed again in December, 2021 - the demolishing started in January, 2022, with the removal of the furniture of the old hotel.
The original design proposed for the new tower was by the architect Pelli Clarke Pelli,and it had multiple levels of slightly different sized floor plate triads cantilevered over large, green spaces. Later, Rafael Viñoly Architects altered the project, evening out the floorplates and bulking up the building, while reducing the green spaces.
The most actual rendition, released in 2021 by the British company Foster + Partners, have different articulated glass containers, with 27 landscape outdoor spaces, alternating from the sides to the front and back facades every fourth floor.
It spans for 2.8m rental square feets includes 57 floors, with a height of 1,200 feet in the sky, each floor ranging from 17’ to 19’, creating “five unique neighborhoods” of one retail section (consisting of two floors) and four office hoods. The completion is expected at the end of the decade.
The tower will fall on the new Empire State Complex General Project Plan, which will allow ten new sky-scraping towers to rise around Penn Station (with some concessions).
The PENN15 project will cost Vornado a $ 100 million project in transit-related improvements, in exchange for an increase on the height and density of the building, and will include several subway entrances and will link Penn Station with the 34th Street–Herald Square station.
