Photo Plus — Local services in San Francisco

I was sent here by the German Embassy when I needed an urgent replacement passport to be able to travel back home after mine was stolen. I went to Photo Plus half an hour before their opening hour and the guy that runs the shop was just coming. Very fast turn around. Was quick as ~45m at the end of the day! Only developed two rolls so far, both color, which came out satisfactorily to my (non-expert) eyes. Service has been fine. Only other comment is that the pricing is a bit confusing. The posted prices are, oddly, more expensive than what I end up paying? For 35mm color, basic scans, no prints, with negatives returned, I paid about $19 cash. Not sure if paying cash makes that big of a difference...

Paid $28 for a passport photo. When I felt the photo looked weird, I asked if they were following the guidelines. I was assured that it would comply with the guidelines and they knew what they were doing. My photo was rejected by the system and my $28($32 with tax) is wasted.
