My girlfriend found this place on Google after looking for "owl cafés" in Osaka.
As a reptile lover myself, we ended up going to take a look. It's not the easiest to find, as is typical for the area, with only a small billboard outside to show which building it's in.
Upon entering, there was a friendly gentleman who did try his best to speak English for us throughout our time at the café. He informed us that for first-time visitors, there was a ~¥1,100 charge per person and we had to order at least 1 thing off the menu each as well. As we had just eaten, we went for drinks off the menu and those were charged at ~¥1,200 each. It seems they expect you to order some of the food, like the chocolate pizza or some such; Our total came to ~¥4,600 (about £24) for the entry fee and 2 drinks.
After ordering we were told we could interact with 2 of the reptiles/animals each, but were not informed of any potential time-limit. The animals all have stickers on the cages/vivariums about whether they can be interacted with or not and which ones are "taking a day off" (for example if they were shedding). Although I did question some of the vivariums the animals were in (quite small), the animals were all visibly extremely well cared for and there was no mess anywhere we could see. Some of the animals were also free roaming and just chilling out.
I will say that when we were interacting with some of the animals, the staff member did leave us for a while, but the animals were so calm and gentle, there was no reason to be worried at all.
For us, it was a very enjoyable experience and I'm glad it wasn't busy when we went - we basically had the whole cafe to ourselves.

They were pretty busy so we made a reservation for and hour after, and they managed to squeeze us in. There was a language barrier so it might have seemed they were uninterested, but really thats not the case staff is kind a and super friendly. There are small and bigger reptiles to hangout with if you're a little jumpy. Recommend picking up the smaller repltiles first and the bigger ones won't seem as intimidating. Snakes were my favourite as they just chill in your lap and hangout a with you! For your first time you pay 1000 yen, it's basically like a "membership fee", your next visit you bring the card and you just buy a drink. Drinks range from 800 yen to 850yen. And there's a food menu aswell and I believe if you order something from the sandwich or sweets you get a free drink. Food is ranging from 1000yen to 1500yen. They also have an a bar with regular alcohol and insect alcohol if you're feeling adventurous. Overall fantastic experience. Tottaly recommend to people who are outgoing.. don't go if you're gonna scream or drop the animals or if you don't like these cute little guys. Read moreTry to come earlier then your expected time as you may have to wait for a seat due to limited seating. After that, there is an one time entrance/membership fee, and you will need to buy a compulsory drink, but once you settle down, it is scalie heaven! You let the staff know which scalie friend or creepy crawly you want to cuddle up to and they will collect and deposit them in your hands. The kitchen staff is friendly but the ground staff seemed rather stern most of the time, but they do have their dark sense of humor. Take note that you may have to be patient and wait for the staff to be freed up before requesting your reptile/spider as they are usually quite busy taking care of other guest and their reptilian residents. Also, tempted as you may, try not to hog the attention of your new scalie friend for hours on end as other guest may want to get to know them too. Not sure if there is a time limit as we went there fairly late. We stayed for about an hour or more and were not chased away. Overall this was a wonderful place to spend our evening in, the atmosphere is really relaxed and the reptiles and spiders are really docile and friendly, so much that I was able to overcome my arachnophobia during that visit.
